In the United States, core public safety considerations are dealt with by various agencies under the watchful eye of the Department Of Public Safety which provides them with technical, administration and monetary support with regard to the following spheres:
Rescue and Fire (prevention of fire, all levels of rescue and even Hazardous Material response.
Emergency Medical Level Transportation provided by EMS and general ambulance services.
Licensing Service for Police and Security operatives. This includes investigation, prevention patrolling and Crimestoppers.
Provision of emergency telecommunication services such as 911.
In the case of disasters or emergency situations, they provide the office of emergency services.
Inspections and Enforcement of Building/Vehicle Codes.
Animal Situation Controll which includes dog wardens, game keepers and other wildlife operatives.
Department Of Motor Vehicles.
Local Level.
Local jurisdictions and special groups (schools and hospital) have the levels described above when it comes to general safety with the DPS overlooking various departments. While administration and back-office tasks can be shared between the departments, the front-line operatives are specially trained to each task.
A small number of jurisdictions do have their own DPS setups however and a number of personnel are cross trained rather than specialists leading to a number of individuals being able to deal with policing duties, firefighting and medical operations. While expensive to train and pay, they are certainly more flexible and make excellent first responders.
